Following the 1985 Local Elections, as Leader of the Fianna Fáil Group on Dublin City Council, I worked closely with Seán and appointed him as Secretary and Chief Whip of the Group. I soon learned that he was an effective and efficient politician and during this period we initiated, as a team, the transformation of the economic and social life of the City. Seán subsequently followed in my footsteps and went on to become a very popular Lord Mayor of Dublin.

When I became leader of my party in 1994, I appointed Seán as National Chairman of Ogra Fianna Fáil. His ability and organisational skills again ensured that Ogra went from strength to strength as Ireland's largest political youth movement and became firmly established in our major Third Level Institutions.

In Dáil Éireann, Seán has shown himself to be a hard working Deputy who is quietly respected on all sides of the House. His contributions are solid and are based on conviction and common sense. Before I appointed him Minister of State at the Department of Education and Science, he fulfilled his obligations as Chairman of the Joint Oireachtas Committee on Environment and Local Government with distinction and I have no doubt that he will bring these same qualities to his new position.

At a constituency level, Seán is effective and thorough and is widely acknowledged for his sincere approach and proven track record in relation to matters directly affecting the people of his area. He firmly believes in the caring social philosophy of Fianna Fáil.
